One Step At A Time
The 2022 legislation creates checkpoint requirements specifically for higher-risk buildings. The Building Safety Regulator oversees these projects as the building control authority, collaborating with local authorities and fire services. Other buildings remain under local authority control.
Gateway One
Located at the planning phase, this checkpoint ensures applicants and decision-makers consider planning issues relevant to fire safety. It integrates fire safety thinking into the land use planning process early in development.
Gateway Two
This checkpoint occurs before building work starts and replaces the previous plans deposit stage for higher-risk buildings. It functions as a mandatory approval point — building control approval must be obtained from the Building Safety Regulator before relevant building work starts.
Gateway Three
Occurring at project completion, this gateway occurs at the current completion/final certificate stage when relevant building work is complete. Buildings cannot be occupied until registered with the Regulator. It will be an offence to occupy a new higher risk building that has not been registered.
